Municipality boundaries
The completion of the process of reviewing Kimilili Municipality boundaries is a major milestone by the County. The process was participatory as various stakeholders were consulted through public forums, focus group discussions and key informant interviews. The output of the process will provide a framework through which future planning exercises will be based. The report has properly indicated the extend of the municipality and actual population which will be used for allocation of funds.

Municipality Background
Kimilili Municipality is a fast-growing urban area situated in the Northern part of Bungoma County in Western Kenya. Its close proximity with the fertile slopes of Mt Elgon has seen the town rapidly grow into a trade and service centre. The commodities of exchange in the market are mostly agricultural.
As a service centre its strategic location has seen it become home for many of the government officials working in Kimilili Sub-County and also those working in the neighboring Sub-County of Mt. Elgon, Tongaren, Kabuchai, Webuye and Sirisia among others. Some of the working populations have purchased land and constructed their own houses making them permanent residents of the town. There is an informal phrase that says whoever works in Kimilili Lives in Kimilili. This means that many of the government employees who ever worked in Kimilili ended up making it their permanent home. This is partly attributed to the peaceful coexistence among the residents that paints a picture of security which makes the town livable.
Origin
The town began in the 1920s as a service centre for the Friends Quakers Missionaries who settled in Kamusinga Area. They pitched their first church and the famous Friends School Kamusinga which is known for the academic prowess and their skills in sports like Basketball. It is one of the two national schools in the county the other one being Lugulu Girls High School. Other schools found in Kimilili Town are the Catholic sponsored Schools of St. Luke’s Boys High school Kimilili, St. Theresa’s Girls Secondary School Kimilili, Kimilili R.C Girls Primary School, and Kimilili R.C. Boys Primary School.
Other schools include Kimilili DEB Primary, Friends Girls Seconday Kimili, Kimimilili FYM Primary School Kibingei FYM Seconday School, Matili Secondary School, Bituyu Secondary School, Chebukwabi FYM Secondary School, Kaputola Secondary, St. Emmanuel’s Miruri seconday, Kibingei Primary School, Kwiroro Primary School among others
The huge population of school going children has attracted numerous private primary schools e.g. Shekinah School, Phim School, Dreamland Education Centre, Neptune Academy, Bridge Academy, Gem School, Joytec Primary School, Favour School and Royal Junior Academy among others.
Evolution
In 1991 Kimilili Town Council was established under the defunct Local Government Act, Cap 265. The jurisdiction was hived from the Bungoma County Council. It was headed by the Council Chairman. The First Council Chair Was Timona Masinde. The administrative functions were handled by the Town Clerk.
In 1997 Kimilili Town Council was elevated into a municipality. It was headed by the Municipal Mayor. The first Mayor was His Worship Hon. Gabriel Sisule. He was followed in succession by the Hon. John Kunusia and Hon. Dickson Simiyu. The administrative functions continued to be executed by The Municipal Clerk. It continued being a municipality until the enactment of the County Governments Act 2012 a product of the Kenya’s New Constitution 2010 which repealed the Local Government Act Cap 265. The Local authorities died a natural death.
Kimilili remained to be an urban center in Kimilili Sub- County until the year 2019 when an Ad-hoc committee was formed in line with the Urban Areas and Cities (Amendment Act) 2019 which advised the Governor to grant the Municipal Charter establishing the Municipality.
TPF provides funds to finance projects/ programmes to tourism Implementing entities (Ministries /Departments /Agencies) in the government.

The Municipality Charter is a legal document that gave the Municipality legal basis for carrying out their mandate. The Charter was passed by the County Assembly and gazetted on 24th of May 2018. The Municipal Charter stipulates the powers and functions of the Municipal Boards and The Municipal Manager

Ms. Jacqueline P. Malomba
D.O.B– April, 1970. Graduate in Business Leadership Management at Strathmore University and an MBA holder in Global Business Sustainability. Certified Professional Coach (ICF). Zuri Awards 2019 Winner Community Impact. Founder &Consultant (AWC) Accredited Member Fremwise.Empretec, UNCTAD Program-Graduate & Certified Business Master Mentor. Board Member on several Boards of Institutions. Chairperson of Bungoma Municipal Board.
Hon.John Munyasia
D.O.B – January, 1949. Holder of Master’s degree in International Relations and Diplomacy from Masinde Muliro University; Post Graduate Diploma in Strategic Studies from the University of Nairobi. Bachelor of Education-Makerere University and Cambridge Higher School Certificate. Key work experiences held include: Bungoma County Government C.E.C.M for Lands Urban & Physical Planning and Housing and Sanitation; Director at Nzoia Sugar Company; Political Officer with British High Commissioner; Member of Parliament for Sirisia Constituency; Branch Executive Secretary of KNUT; Member Institute of Directors and Chair – Kavirondo Readers Trust.
WELLINGTON SINDANI
He is a seasoned physical planner with over 18 years of experience in urban planning, land management, and environmental governance. He is currently pursuing a PhD in Disaster Management and Sustainable Development at Masinde Muliro University of Science and Technology and holds a Master’s degree in Environmental Planning and Management and a Bachelor’s degree in Planning from the University of Nairobi. He has served in senior public sector roles, including Acting Director of Lands, Urban and Physical Planning, and County Coordinator for the Kenya Urban Support Programme (KUSP) and the Kenya Informal Settlement Improvement Programme (KISIP). He is a Registered Physical Planner and a NEMA-certified Environmental Lead Expert, with extensive committee and board leadership experience in both public and community institutions.
Hon. MOSES OPICHO.
He serves as Chair of the Land Use Planning, Infrastructure, and Housing Committee. He holds a Diploma in Business Administration from the University of Nairobi and is currently undertaking a Bachelor’s degree in Theology at East KAG University (Global University). He previously served as a Member of the County Assembly for Kamkuywa Ward, Bungoma County, and currently works as a Regional Manager at Pioneer Assurance, bringing both public sector and private sector leadership experience.
Carolyne Khasoa Wanyonyi
She was appointed to the Board in February 2025 and serves as Chair of the Administration, Finance, and Economic Planning Committee. She represents the Association of Professionals of East Africa (APSEA) on the Board. She holds a Master’s degree in Business Administration and a Bachelor’s degree in Law, works at the National Land Commission, and brings broad governance experience from service on various boards.
Dennis Wafula Barasa
He was appointed to the Board in February 2025 and serves as Chair of the Audit Committee. A detail-oriented finance professional with over five years of experience in budgeting, financial reporting, and compliance, he currently works in the Budget Department at the National Treasury. He has previously worked with APA Insurance and Jamii Corporate Microfinance. He is an MBA (Finance) student at Masinde Muliro University of Science and Technology, holds a Bachelor of Commerce (Finance), is a CPA finalist, and has completed the Senior Management Course at the Kenya School of Government.
Abigael Nekesa
She was appointed to the Board in February 2025 and serves as Chair of the Environmental, Social Services, and Culture Committee. She is a graduate of the Kenya Medical Training College in Health Records and Information Technology and has training in computer applications. She brings experience from health records management at Ambira Sub-County Hospital, private sector exposure through Fine Touch Irrigation Company, and community engagement as a member of Girl Power Organization.
Samson Sichangi Wanyonyi
He was appointed to the Board in February 2025. He is pursuing a Master’s degree in Information Science and Knowledge Management and holds a Bachelor’s degree in Library and Information Science, a Diploma in Information Science, and a Diploma in Pharmacy. He brings extensive experience in education and knowledge management, having lectured at Kisii University, RVTTI, Nehema Institute, and North Rift Institute, worked with Children International for over a decade, and currently serves as a tutor at Kitale National Polytechnic.
CS. Martin Mabonga
He is currently pursuing PhD in Finance at Jomo Kenyatta University of Agriculture and Technology. He holds an MSc in Finance and Accounting (JKUAT), an MA in Economics (Moi University), and a Bachelor’s degree in Economics and Finance (Kenyatta University). He is a CPA, CS, and CIFA, and a member of ICPAK and ICPSK. With 12 years of experience in finance and economic planning, he has held various senior roles in the public sector and completed senior management training at the Kenya School of Government.

JOB DESCRIPTION
The Municipal Manager shall implement the decisions and functions of the Board of the Municipality and shall be answerable to the Board. The Municipal Manager shall perform the following functions: - a) act on behalf of the Board of the Municipality; (i) in ensuring the execution of the directives of the Board of the Municipality; (ii) during all intervals between meetings of the Board of the Municipality; b) prepare and present for approval of the Board of the Municipality, an annual estimate of revenue and expenditure to fund and carry out the programmes and operations of the Board; c) be principally responsible for building and maintain a strong alliance and effective working relationships between the Board of the Municipality and the civil society, private sector and community-based organizations; d) cause to be prepared, transmitted to the Board of the Municipality, and distributed to the public at least an annual report on the activities and accomplishments of the departments and agencies comprising the executive branch of the Municipality. e) act as an ex-officio member of all committees of the Board of the Municipality; and f) such other functions as the Board may, by order, confer upon the Municipal Manager.
Power & Functions of the Board
The Board of the Municipality shall have all the powers and perform all functions vested in boards of municipalities under the Urban Areas and Cities Act, the County Government Act and the Municipality By-laws. Except as this Charter otherwise provides, all powers of the Municipality shall be vested in the Board of the Municipality. The Board of the Municipality shall provide for the exercise of these powers and for the performance of all duties and obligations imposed on the Board of the Municipality.
Subject to the Constitution and any other written law, the Board of the Municipality shall, within the boundaries of the Municipality of Kimilili: –
- Exercise executive authority as delegated by the County Executive Committee of the County of Bungoma;
- Ensure provision of services to its residents;
- Impose such fees, levies and charges as may be authorized by the County Government for delivery of services by the Municipality;
- Promote constitutional values and principles;
- Ensure the implementation and compliance with policies formulated by both the National and County Government;
- Make By-laws or make recommendations for issues to be included in By-laws; Bungoma County Subsidiary Legislation, 2018
- Ensure participation of the residents in decision making, its activities and programmes; and
- Exercise such other powers as may be delegated by the County Executive Committee of the County of Bungoma.
Notwithstanding any other provision of law or this Charter, the Board of the Municipality shall exercise such executive authority as may be delegated by the County Executive Committee for the necessary performance of its functions.

Born–1960, a holder of Master’s degree in Project Planning and Management and a Bachelor’s degree in Education from The University of Nairobi. He is the Chair Human resource and a committee member in Kenya National Chambers of Commerce and Industry (KNCCI). He is the national treasurer of Kenya Booksellers and Stationers Association. He is the Chief Whip of Caucus of Municipality Board Chairperson and a chairperson in several Boards.
SALOME N. BUKANIA
Born–1989 She is the chairperson Land use planning, infrastructure and Housing committee of the board. She joined the board through competitive process. She is a holder Bachelor’s degree of Architect from Jomo Kenyatta University of Agriculture and Technology. She holds a practicing certificate and registered for Architects and Quantity surveyors of Kenya. She is a corporate member of the Architectural Association of Kenya.
JOHN M. TENGEYE
Born –1992 He is the chairperson of Administration, Finance, Economic Planning and trade committee of the board. He Joined the board through com petitive process is a holder of Bachelor’s degree from Technical University of Kenya. He is the Land Administration Officer at the National Land Commission. He is experienced in consultancy services on matters of Land and physical Planning. various schools.
DENSON W. BARASA
Born –1978 He holder a Bachelor Degree in Education Arts from the University of Nairobi. He is the Chief Officer - Housing, Urban Areas and Municipalities. He has been Chief Officer in the County Government Department of Trade, Energy and Industrialization and Public Service Management and Administration. He has worked as the Director of studies and Deputy Principal - Kibabii High School and Board Member on several public institutions. various schools.
LILLIAN N. SIMIYU
Born –1992. She is the chairperson Environment, Public health, Social services and Sports committee of the Board. She joined the board through Competitive process. She holds a Diploma in Education from Mt. Kenya University of Agriculture and Technology. She has wide experience in teaching in various schools.
DOUGLAS SASITA
Born – October, 1979. Graduate in Bachelor of Architecture - University of Nairobi. C.P.A Finalist-Strathmore University College. Registered Architect with BORAQS-Corporate Member of Architectural Association of Kenya (A2435)–Architectural experience for seventeen years -Handling various design briefs from institutional to residential largescale projects of 16000m sq. such as Lovington shopping mall and many more. Other key experiences held: Conceptual design works /project planning and co-ordination /project management /project appraisals and assessment/contract administration; Board chair - Bungoma Municipality and other several institutions. Senior Architect-Undersign Architects and Interior Designer for Graduate Studio Infinity Architects.
